Biography of Phil Havens, Republican Candidate for County Attorney |

A
1978 graduate of the University of Iowa Law School, Phil Havens has
practiced law for twenty-four years.
He served as a part-time assistant county attorney and county
attorney in Buchanan County, Iowa before moving to Buena Vista County in
1984. Havens is serving the
final year of his second four-year term as Buena Vista County Attorney.
He has been active as a member and officer of a variety of
community and church boards and committees. In 2000, Governor Vilsack
appointed Havens to the board of the Iowa Arts Council.-
Phil and his wife Carol, a teacher in the Storm Lake School District,

Doug is a student at Buena Vista University and Steven attends
Iowa Central Community College. I
am an active member of Lakeside Presbyterian Church.
I am a volunteer for the CASA program and serve as an advocate in
court for abused and neglected children.
I am also the Finance Chair for the Buena Vista County
Democrats. My 29 years of office experience gives me the ability to serve people from all walks of life. I am very proud to serve the residents of Buena Vista County and will continue to provide you with the service and courtesy that you are now accustomed to.

Hi, my name is Debora K.
Overgaard and I am the Republication Party’s nominee for Buena Vista
County Recorder. Being born and raised in
Newell, I returned to raise my family here.
My family and I are long time members of my home church, St.
Peter Lutheran Church. I am a full time mother
of four children that my husband Kay, and I are very proud of.
While keeping up with work schedules, I have served on various
committees within our church, community, and school.
Currently I serve as the BV County fair superintendent for the
“Pride of Iowa” program; on the Newell Pride Committee; and as the
president of the Newell Pride & Joy Preschool Board of Directors. I have been in business
as a real estate broker for the past 19 years, and as an auctioneer for
the past 23. This has
taught me now to deal with the public and be courteous, friendly,
helpful, detail oriented while accomplishing the important tasks that go

I am married and have two grown children. Our
family has lived in Buena Vista County since 1965.
I farmed for 22 years, and currently manage the auto parts store
in Sioux Rapids.
As a county supervisor, I chair the 5-county Iowa Lakes Resource
and Conservation Development Board, am Chairman of the BV County E911
Board, as well as Chairman of the Board of Supervisors this year.
On the personal side, I am a member of First United Church of
Sioux Rapids and the Buena Vista County Farm Bureau.
I believe it is important to look out for the best interests of
the whole county, not just my district.

My wife, Jean, and I have lived in B.V. County for 27 years. We have two grown children. We have owned and operated several businesses during that time including two soft water conditioning dealerships, Cindy's Ice cream drive-in, and Osegaro's laundromat in Storm Lake. Currently we own and manage several rental properties in Storm Lake and Pocahontas. My education includes attendance at several junior colleges, and I am a graduate of McConnell Airline School in Minneapolis. I speak and understand Spanish fluently. I am a member of St. Mary’s parish, Knights of Columbus, Lions and Farm Bureau. I have served on the St. Mary’s School Board (3 year term), Board of Directors of the Red Barn (5 years), and have been an officer and trustee in the Knight of Columbus for 7 years. With all of my business experience and my civic involvement in Storm Lake and Buena Vista County I believe that I am the ideal candidate to serve on the Board of Supervisors. I am a life long resident of Buena Vista County.
My wife, Mary, and I live on a farm in Washington Township and
are independent hog and grain producers.
We have four grown children and seven grandchildren. As an incumbent
supervisor, I feel elected officials should represent everyone and NOT
be govern by politics or special interests.
I care about our interests, not those of far removed
individuals with no more than a financial interest in our community. Secondary road tax
asking dollars have been raised for the last three years.
As a supervisor, taxpayer, and farmer, I voted against all these
increases. They were
absolutely not necessary! The lake is a challenge
for our community and I feel we must pursue State & Federal dollars to
dredge our beautiful lake.
Local government cannot save the lake, but we can help contribute to
this great lake. As a final not on
economic development I keep in mind a plaque I saw in Newton, Iowa from
the founder of Maytag Corp.
